MAPP is a national organization of experts with the role to serve both state and local government units and other subject interested in implementing projects in the PPP formula.

MAPPP evaluates PPP projects at the preparation stage. Subjects submitting an enquiry about planned projects receive opinion from MAPP which analyzes the correctness of applied procedures and financial settlements. MAPP does not assess technical aspects of the submitted projects. MAPP has created matrixes providing public subjects with help in preparations of the benefit balance of implementing a project as part of PPP. The institution evaluates legal, economic and administrative aspects justifying launching a procedure leading to conclusion of a PPP agreement. Such an analogous institution which would give opinions on projects prepared in the PPP formula does not exist in Poland.

MAPPP as an expert government unit which mandatorily analyzes gives evaluations and opinions of the projects planned for implementation by government subjects (e.g. schools, hospitals, energy sector, etc.). The projects planned by territorial self-government do not have to undergo analysis and are verified only on their special request. Major activities of MAPP
•    analysis of planned PPP projects in the initial stage (verification of compliance with the law entry; meeting 3 requirements: urgency, complexity, efficiency, initial financial and economical analysis, verification of cost-effectiveness and legitimacy of the completing the undertaking in the PPP formula);

  • promotion of public-private partnership and of public partners;
  • verification and presentation of opinions on legislation and other aspects related to PPP;
  • participation on committee establishing government guarantees for PPP projects.

After analysis and issuing adequate opinion of PPP projects planned by government institutions MAPPP sends the details to the Minister of Finance who, on the basis of the received information, makes the final decision regarding approval of the given undertaking for further implementation in the PPP formula.
In 2010 MAPPP assessed 35 projects; there will be about 50 of them in 2011. Approximately half of the evaluated projects is submitted by local authorities. They concern, for instance city lighting, increasing energy efficiency of the municipality, construction of schools or sports infrastructure.

On 18 June 2014, the Sports Infrastructure Management Board in Kraków (Public Entity) running the procedure “Selection of the private partner for the implementation of the project 'Sport and Recreation Centre at ul. Eisenberga in Kraków'" sent an invitation to the Candidate with which negotiations had been carried on for almost half a year.

Negotiations with the Candidate concerning the procedure for selection of the private partner for the implementation of the project “Sports and Recreation Centre at ul. Eisenberga in Kraków” were finished. The negotiations that took place from November 2013 till May 2014 comprised 6 negotiation rounds, during which technical, legal and financial aspects of the project were discussed.
