Malopolska Regional Operational Programme (MROP) is the most significant programme financed with the European funds between 2007 and 2013 introduced in the Malopolskie Province. It was negotiated with the European Commission by the Province Management in co-operation with the Ministry of Regional Development. Malopolska is one of first five provinces to finalize negotiations with EC and the Regional Operational Programmes of which have been signed by the Commissioner Danuta Hubner at the Economic Forum in Krynica on 6th September 2007. In total EUR 1’790’827’730 has been allocated to implement the programme out of which EUR 1’290’274’402 are funds from the European Regional Development Fund (ERDF).

The major task of MROP is to create conditions for economic growth and employment. The degree in which the above goal shall be achieved depends mostly on investments increasing competitiveness of the region, on supporting innovations, development of information society and improvement of natural and cultural environment.

In order to achieve the main goal nine strategic ones have been specified realized by corresponding nine priorities of MROP 2007-2013:
1. Conditions for development of society based on knowledge.
2. Economy of regional chance.
3. Tourism and cultural industry.
4. Infrastructure for economic development.
5. Krakow Metropolitan Area.
6. Intra-regional cohesion.
7. Environmental protection infrastructure.
8. Co-operation between regions.
9. Technical assistance.

On 18 June 2014, the Sports Infrastructure Management Board in Kraków (Public Entity) running the procedure “Selection of the private partner for the implementation of the project 'Sport and Recreation Centre at ul. Eisenberga in Kraków'" sent an invitation to the Candidate with which negotiations had been carried on for almost half a year.

Negotiations with the Candidate concerning the procedure for selection of the private partner for the implementation of the project “Sports and Recreation Centre at ul. Eisenberga in Kraków” were finished. The negotiations that took place from November 2013 till May 2014 comprised 6 negotiation rounds, during which technical, legal and financial aspects of the project were discussed.
